Ski resorts and Covid-19

I. General barrier measures in ski resorts

As everywhere in the territory, and in a context of epidemic recovery, it is important to communicate on the necessary respect for barrier gestures:

- wash your hands regularly with soap and water (access to which must be facilitated with the provision of single-use towels) or with hydro-alcoholic friction (access to which must also be facilitated);

- systematically cover your nose and mouth when coughing or sneezing into your elbow; - blow your nose in a single-use tissue to be disposed of immediately in a trash can;

- avoid touching your face, especially your nose, mouth and eyes;

- Maintain physical distancing as much as possible.

The regulatory provisions in force must also be implemented in ski resorts, whether:

- rules attached to wearing a mask;

- rules attached to the implementation of the health pass for people aged 12 and over, in the places currently covered by the amended decree of June 1, 2021 prescribing the general measures necessary for the management of the end of the health crisis, to in particular bars and restaurants (including at altitude), discotheques, collective sports facilities (swimming pools, ice rinks, etc.). Significant attention will be paid to compliance with the application of the health pass in these places in order to protect the ski resorts from the spread of the epidemic.

II. Recommendations specifically concerning ski lifts

General recommendations

- Application of the national protocol of the Ministry of Transport, and guides published by professional organizations and transport operators.

-These recommendations are applicable to gondolas, cable cars, funiculars, chairlifts, drag lifts and treadmills covered by the tourism code.

- Boarding areas for means of transport located in enclosed areas (gondola, funicular, cable car) require strict application of the health recommendations detailed below from the start of queues.

• Wearing a mask

- Wearing a mask is compulsory for people over the age of eleven in situations of crowds at the foot of the ski lifts, under the same conditions as in other public passenger transport, as well as on chairlifts and gondolas insofar as physical distance cannot be guaranteed, a fortiori in the enclosed spaces of the gondolas. It is recommended for children over 6 years old and under 11 years old.

- The mask is however not compulsory on carpets and ski lifts which are only used by one person at a time, nor when practicing alpine skiing, ski touring and Nordic skiing.

-The operator checks that customers are wearing a mask and asks people who are not wearing one to put one on. Information on the types of mask authorized is provided via the general conditions of sale and any other relevant means of communication.

- The manager of the spaces assigned to the ski lifts allows access to hydroalcoholic gel for users by ensuring the availability and the number of points related to attendance.

-Unless otherwise provided by law or regulation, there is no limit on the lift rate, taking into account the constraints specific to each type, in order to facilitate the reduction of the waiting time before the boarding while promoting physical distancing as much as possible.

•Physical distancing

The ski lift operator ensures, as far as possible, the physical distance of users or groups of users traveling together, taking into account the constraints specific to each means of transport, as well as in the preparatory area for boarding. .

• Information to users

The ski lift operator regularly communicates to users, by sound announcement and/or by display in spaces accessible to the public and assigned to the public transport of passengers, the hygiene and distancing measures to be observed as well as the rules relating to wearing. of the mask.

•Other recommendations

The operator regularly disinfects the contact points in closed vehicles (cable cars, funiculars, cable cars) using an appropriate process (for example: nebulization or spraying of a virucidal product, virucidal wipes, permanent disinfection devices, etc.) .

The conditions for implementing the health pass in the event of an epidemic deterioration

In the event that the incidence rate of 200 cases per 100,000 inhabitants is exceeded at national level, the sector and the State have agreed to implement the health pass for all ski lifts for people aged 12 years and older.

If this hypothesis is verified, the implementation of the health pass will take place on a Saturday, and will be announced no later than the preceding Tuesday so that users can be informed in good time and the stations can arrange.

The verification of the sanitary pass will be carried out by:

- checks of people accessing the space for the sale of transport tickets, including where possible the digital sales spaces1: in all cases, professionals will be invited to systematically remind you that the sale of transport tickets does not constitute access to the ski lifts only subject to the presentation of a valid health pass;

- checks carried out in the departure areas of the ski lifts by the manager or any person authorized by him for this purpose under the conditions provided for by the regulations in force; in the event of non-presentation of the sanitary pass, access to the lift will be refused;

- student checks by ski school instructors at the start of lessons; in the event of non-presentation of the health pass, access to the course will not be authorized. Clear information must be given to users beforehand. Verification of control operations is carried out under the authority of the prefect who defines a control plan, in connection with the mayors in their capacity as holders of municipal police power. He is supported by the internal security forces.

IV. Recommendations specifically concerning seasonal workers

General recommendations

The employer has the option of offering accommodation under the employment contract (benefit in kind), or of reserving accommodation for his employee. In this case, the employer must favor individual accommodation; if this is not possible, he must further space the distance between each bed (at least two meters) and, as far as possible, install screens between the beds.

In the case of rooms with several beds, the employer favors whenever possible an occupancy limited to two people (with the exception of families) and, in any event, maintains spaces intended to isolate people suspected of being contaminated.He proceeds to display, in the accommodation and / or the common areas and / or the common parts of the buildings, barrier gestures and good practices to have, in particular concerning cleaning, several times a day, and ventilation housing.

The cleaning and disinfection of any common areas is carried out daily.

 What to do as soon as a first possible or confirmed case appears in collective accommodation

From the first possible or confirmed case, the regional health agency must be informed by the station doctor or the health professional supervising the collection center as part of the tracing.

With the prior agreement of the person, the information is communicated to the person in charge of the establishment, to the employer [and to the monitoring unit placed with the mayor of the station]. The information to be transmitted is:

- the type of accommodation; - the number of people in the accommodation. When the person shows signs suggestive of COVID-19, they immediately go to a doctor's office in the station or a pharmacy and get tested. Employers' occupational health services can be mobilized as needed to organize screening.

The conditions for implementing the health pass in the event of an epidemic deterioration

Pursuant to the regulations in force, the implementation of the health pass for ski lifts in the event that the incidence rate of 200 cases per 100,000 inhabitants at the national level is exceeded will lead to this pass being applied to the list of professionals in contact with the public, as defined by the ski lift operators. Employer operators will be responsible for verifying that the employees concerned have a valid health pass.
