It exploded in ten years. According to the National Union of Real Estate Property (UNPI), the property tax has increased on average in France by 27.9% since 2010. A significant increase, and three times higher than that of rents (+9.7%) on the same period.

In Toulouse, between 2010 and 2020, the property tax rose by 28.2%, an increase almost identical to that of the national average. On the other hand, the Pink City is placed more largely above the average evolution of the rates of the fifty largest French cities (+24.8%). Thus, Toulouse is experiencing a higher increase than Bordeaux (+25%), Marseille (+23%) or even Paris (+18%).

Conversely, the Pink City is far behind Nantes (+37.5%) and Villeurbanne (36.8%), the two French cities with the highest increase in property tax over the period.

Great disparities in the Toulouse metropolitan area
In the Toulouse metropolitan area, the property tax has increased very unevenly depending on the municipality since 2010. With an increase of 60.6%, it is Saint-Alban which shows the strongest increase over this period. The least significant change was in the town of Blagnac (+17.9%).
This does not mean, however, that property owners in Saint-Alban have to pay a higher amount than those in Blagnac. And for good reason, the municipalities that increase their property tax the most generally have lower tax rates at the outset. In this case, Saint-Alban had a tax rate of 36.26 in 2020. A figure significantly lower than that of Blagnac (60.98).

In the Metropolis, the increase in the property tax is explained in particular by a rebalancing with the household waste collection tax ( TEOM) which has gone down. This year, Toulouse Métropole has indeed adopted a single TEOM rate of 8.10%. But, still according to the UNPI, in order to compensate for this decrease, the Metropolis has chosen to raise its property tax rate. This fell from 5.96% to 13.20%.
Each municipality also had the latitude to change its municipal property tax rate. The city of Toulouse has reduced it significantly (-6.84 points) to "exactly compensate for the increase in the metropolitan rate". On the other hand, according to the UNPI, some cities like Colomiers "did not play the game" (+ 2.24 points).
As a reminder, since 2021 the property tax is collected by the municipality and the intermunicipal authority. It is therefore the combination of the calculation of these rates and the evolution of the tax bases decided by the State which sets the total amount of tax that the owners of real estate must pay.
